YWCA Delaware Welcomes Carolann D. Wicks, P.E., as Board President

YWCA Delaware proudly announces Carolann D. Wicks, P.E., as the new Board President, bringing decades of leadership and a deep commitment to eliminating racism and empowering women.
Carolann succeeds Karen Smith, CRISC, CSM, CSPO, whose term concluded after eight years of dedicated service on the board, including three years as Board President. During her tenure, Karen provided steady guidance as YWCA Delaware staff navigated the challenges of the COVID-19 pandemic, expanded advocacy efforts, and delivered services to over 42,000 clients.
Carolann, who joined the YWCA Delaware board in 2018, brings both continuity and vision to the role. She has been a strong advocate for YWCA Delaware’s mission and strategic direction, having served as Executive Board Member, Board Treasurer, and President-Elect before stepping into her new position on July 1, 2025.

As Board President, I’m committed to ensuring that our programs remain strong and that our future remains bright."
Carolann currently serves as the Chief Operating Officer of The Reybold Group, where she oversees multiple operational units, including marketing, human resources, and property management, driving efficiency and long-term financial sustainability.
Her extensive experience includes serving as Senior Policy Fellow at the Institute for Public Administration at the University of Delaware and also as Secretary of Transportation for the Delaware Department of Transportation (DelDOT), where she managed statewide transit services, spearheaded major infrastructure projects, and successfully led a campaign to increase revenue for the Transportation Trust Fund.
"I've always believed that when women are empowered, entire communities thrive. Serving on the YWCA Delaware Board allows me to be part of lasting change. I want the next generation of women to have even more opportunities to lead and succeed," said Carolann Wicks.
Carolann made history in 2002 when she became Delaware's first female Chief Engineer for the Delaware Department of Transportation. Her career has been marked by her dedication to innovation and service, earning her recognition as Delaware Engineer of the Year, induction into the First State Hall of Fame, and the prestigious Order of the First State—one of Delaware's highest honors for meritorious service.

Carolann has also served on the boards of NCC Habitat for Humanity, Pennoni Engineering, the 4-H Foundation, and the University of Delaware's Civil Engineering External Advisory Committee.
Under Carolann's direction, YWCA Delaware looks forward to building on its legacy of social justice, advocacy, and service, so all Delawareans have access to the resources and support they need to thrive.
