About Darlene Backelman

Chief Human Resources Officer


Darlene Backelman serves as YWCA Delaware’s Chief Human Resources Officer, bringing more than two decades of experience in people and culture leadership across diverse industries. Since joining YWCA Delaware in November 2023, she has overseen all aspects of human resources strategy—including talent management, workforce planning, learning and development, compliance, and benefits administration—while fostering an organizational culture rooted in equity, respect, and growth.

Prior to her role at YWCA Delaware, Darlene held senior leadership positions in both corporate and private equity settings. She served as Director of Human Resources at The Fillo Factory, Inc., and as Senior Director of Human Resources and Compliance at Phoenix Aromas & Essential Oils, where she built comprehensive HR frameworks, compliance programs, and workforce development initiatives. Earlier in her career, she held executive human resources roles at Symphony Capital LLC and Behrman Capital, managing HR strategy, benefits, and investor communications for firms with more than $1 billion in assets under management.

A certified paralegal and commissioned notary, Darlene also holds a Bachelor’s degree in Business Administration and Management from Pace University’s Lubin School of Business. She has further strengthened her leadership expertise by earning a Master Certificate in Business Management and Leadership.
